演讲人简介: Alexander Vylegzhanin 教授，1953年8月生，法科学博士，俄罗斯自然科学院院士，俄罗斯功勋法学家，俄罗斯外交部莫斯科国际关系学院（大学）国际法系主任，还兼任俄罗斯联邦政府海洋委员会科学专家委员会委员、国家北极发展委员会科学专家委员会委员、俄罗斯上议院议长北极问题专家委员会委员、俄罗斯国际法学会副会长、俄罗斯海洋法学会副会长、《莫斯科国际法杂志》（原名《苏联国际法杂志》）主编、联合国秘书长有关海洋法公约的国际争端解决仲裁员名单的仲裁员等职。
Alexander N. Vylegzhanin, Doctor of Law, Professor, is a Head of the Program of International Law, Moscow State Institute of International Relations (MGIMO- University). His professional experience includes such positions as Chief of the Law Research Center, Russian Research Institute of International Economic Relations, Ministry of Economy of the Russian Federation; Director of the Legal Department, UNICON Company; Chief of the Section of Law, Russian Research Institute of International Economic Relations, Ministry of Economy of the Russian Federation; Chief Lawyer, Treaty Department, Ministry of Foreign Economic Relations of the Russian Federation; Deputy-Head of the Representation Office of the Ministry of Fisheries of the USSR in Morocco; Chief Lawyer, Department of International Relations, Ministry of Fisheries of the USSR. He is currently elected as a Vice-president of the Russian Association of International Law and a Vice-President of the Russian Association of the Law of the Sea. He is nominated by the Russian Federation to the list of arbitrators according to Annex VII of the UNCLOS. He is elected as a Member of the Presidium of the Committee of Experts on the Arctic and Antarctic of the Council of Federation (the Upper Chamber of the Russian Parliament). He is nominated as a Member of the Scientific Committee of the Governmental Marine Board of the Russian Federation. He is Honorable Lawyer of the Russian Federation. He is Editor-in Chief of the Moscow Journal of International Law and also a Member of the Editorial Board of the Journal “JUS GENTIUM”. His major research interests are: General International Law, International Law of the Sea, Legal Regime of Natural Resources, Territory and Territorial Sovereignty, International Boundaries, the Arctic. He has publicized a wide array of books on international issues, mainly in Russian. Prof. Vylegzhanin was awarded a rank of Academician by the Russian Academy of Natural Sciences and a Medal of the Russian Academy of Natural Sciences (2001) for his book “Legal Regime of Marine Natural Resources” (2001, in Russian). He has publicized a wide array of books and papers on international issues, mainly in Russian (more than 160).
