2022年8月31日到9月3日，欧洲国际法学会第17届年会（17th Annual Conference of the European Society of International Law）在荷兰乌得勒支召开。本届年会的主题为“In/Ex-clusiveness of International Law”。国家级人才，国家高端智库武汉大学国际法治研究院项目首席专家，武汉大学韩德培讲席教授、特聘教授，博士生导师Ignacio de la Rasilla作为中国国内大学唯一一名受邀嘉宾在线出席了此次会议。
会议的第二单元“In/ex-clusiveness in the Construction of the History of International Law”由德国马克斯—普朗克比较公法与国际法研究所所长Anne Peters教授主持，De la Rasilla教授作了题为“A Very Short History of Women in International Law”的主题报告。
De la Rasilla教授的报告以即将出版的《The Oxford Handbook of Women and International Law》（Oxford University Press）中的一个章节为基础，呼吁在国际法史研究中采用多重视角，并简要列举和阐述了一份包含十个方面，但也并非详尽无遗的包容性策略清单，以挑战国际法史主流观点中的性别建构。
这些将女性重新纳入国际法历史的策略是: 质疑主流的以男性为中心的国际法史；发展集体及个人的以女性为中心的国际法史；整合处在国际法历史边缘和半边缘中历史女性的贡献；质疑严格的知识贡献与女性对国际法做出的其他类型的有影响贡献之间的界限；以跨学科的方式扩展以女性为中心的国际法知识史； 将女性的历史纳入国际法教科书和教学大纲；解构男性主导的传统准则的历史建构；揭示经典男性作者知识作品的性别特征；构建以女性为中心的国际法时期划分；最后但同样重要的是，在国际法思想中拥抱和培育当代知识经典。
"These strategies for re-inclusion of women in the history of international law, which operate in parallel, are: questioning the received male-centred histories of international law; developing both collective and individual women-centred histories of international law; integrating contributions by historical women from the periphery and semi-periphery of the history of international law; questioning the boundaries between strictly intellectual contributions and other types of impactful contributions by women to international law; expanding women-centred intellectual histories of international law in interdisciplinary terms; integrating women’s histories in international law textbooks and teaching syllabus; deconstructing the historically constituted formation of the male-dominated traditional canons; exposing the gendered nature of the intellectual work of classic male authors; building alternative women-centred periodisations of international law; and last but not least embracing and nurturing contemporary intellectual canons in international legal thought."
De la Rasilla教授还在发言中向数位中国女性国际法先驱致敬，其中包括郑毓秀、谭明德、程修龄和陈芳芝。
De La Rasilla教授的发言获得了与会专家的高度好评。大家认为，发言内容非常全面地反映了本次会议的议题，不仅详实透彻地分析了女性在国际法历史中的贡献，还针对国际法史的重构问题提出了非常具有价值的建议。
