On April 26th, 2016, Professor HUANG Zhixiong, deputy director of the Institute of International Law at Wuhan University, was invited to the Georgetown University in the United States to participate in the International Conference on Cyber Engagement hosted by the school to give a speech on the topic of “International Network Regulations”.
The conference has been held for five times since 2011, attracting a large number of well-known celebrities from academic circles and governments every year, which has a great influence in the field of network security. At this year's meeting, John Carlin- the US Assistant Secretary of Justice, Senator Sheldon Whitehouse, James Comey- the FBI Director, and Michael Rogers - Commander of the US Cyber Command and Director of the National Security Agency all delivered keynote speeches. The "International Network Specification" seminar was hosted by Professor Joseph Nye, a leading international relations scholar at Harvard University's Kennedy School of Government. And Chris Painter- Network Affairs Coordinator, Karsten Geier- Director of the Network Coordination Office of the German Federal Ministry of Foreign Affairs, James Lewis- the famous American Think Tank Strategy and International Research Center (CSIS) network affairs experts and Professor Huang Zhixiong served as spokespersons. Professor Huang Zhixiong combined the latest development of the "Tallinn 2.0" cyberspace international law project where he acts as a member of the international expert group, and analyzed the main problems and prospects for further development of the international norms of cyberspace, and also spoke on other issues. There was a heated discussion between the spokespersons and the audience. The participation of Wuhan University's Institute of International Law in this conference has a positive effect in expanding the international influence of it as a national Think-Tank, strengthening cooperation with foreign think tanks and scholars.
