On the morning of July 13, 2017, the Expert Interpretation of the Supreme People's Court on the Judicial Interpretation of the Recognition and Enforcement of Civil and Commercial Judgments in Foreign Courts (hereinafter referred to as “Judicial Interpretation”) was successfully held at the Institute of International Law of Wuhan University. Gao Xiaoli, Deputy Director Level Judge from the 4th civil court of Supreme People's Court, Judge Shen Hongyu, Assistant Judge Zhu Ke, Professor Xiao Yongping, Dr. Xu Guojian, Professor Liu Renshan, Professor Lu Song, Professor He Qisheng, Professor Du Huanfang, Professor Du Tao, Associate Professor Wang Jiwen, Associate Professor Zhong Li, Associate Professor Qiao Xiongbing, Associate Professor Gan Yong, Associate Professor Liang Wenwen, Dr. Zhu Lei and other experts and scholars attended the seminar. The meeting was chaired by Professor He Qisheng, Deputy Director of the Institute of International Law of Wuhan University.
The conference consists of two units. In the first stage of the meeting, Judge Gao Xiaoli expressed her gratitude to the Supreme People's Court for the organization of the organization of the National High-end Think Tank Wuhan University Institute of International Law, and introduced the drafting background and purpose of the draft Judicial Interpretation to the participating experts. Subsequently, Zhu Ke briefly reported on the ideas and existing problems of the draft Judicial Interpretation. In the second stage of the conference, experts and scholars carried out full and enthusiastic revolving around the scope of application of Judicial Interpretation, the identification of reciprocal relations, the reasons for refusal to recognize and enforce, the scope of punitive damages, and the review of jurisdiction. During the discussion, many constructive and feasible proposals were put forward for the framework structure and specific provisions of Judicial Interpretation.
At the end of the meeting, Judge Gao Xiaoli once again thanked the experts and scholars for their valuable revisions to the draft Judicial Interpretation. He also stated that the draft will be further revised and improved on the basis of this seminar in order to seek early status and status as a major power in China.
