At noon on March 28th, 2013, Yang Zewei, Distinguished Professor of the Institute of International Law of Wuhan University, brought a lecture on The Transformation of International Energy Order: The Role of International Law and the Role of China to the teachers and students of the International Law Institute in the teaching and research section 317 of the School of Law. The lecture was hosted by Professor Nie Jianqiang. Zhang Xianglan, Zhang Qinglin, Huang Zhixiong, Qi Tong, Shi Lei, Xiao Jun, Feng Jiehan, Zhang Hui, Qiao Xiongbing, Xu Xiang, Liang Wenwen and other teachers, doctoral students and graduate students at the Institute of International Law attended the lecture.
Starting from Changes in the focus of world energy production, Teacher Yang Zewei first introduced the situation of oil producing countries and consumers in recent years, the development of new energy technologies, the decline of OPEC influence, and the complex and volatile international energy market and new changes in the current international energy order, such as adjustments in national energy strategies with financial crises and environmental issues.
Then, taking development trend of the international energy order as the core, Mr. Yang Zewei introduced the energy layout of countries in the Arctic region and the international seabed region; the prospects of unconventional energy development; the impact of climate change issues and energy low carbonization issues on national energy policies; The competition for energy pricing power in emerging countries; the diversification of energy types and markets, and the changes in the international energy order that are occurring or are likely to occur. Then, Teacher Yang Zewei explained the status of international law in the transformation of the international energy order from the role of international organizations in the international energy order; the role of modern international law in the process of building an international energy order.
Finally, Teacher Yang Zewei analyzed in detail the role of China in the transformation of the new international energy order. Teacher Yang believes that China needs to change the concept firstly – from passive recipients of international energy rules to active innovators; secondly, it needs to change from role – from a cold-eyed observer of international energy affairs to an active participant; Finally, it is necessary to make a change from the commitment of state responsibility - from the enjoyment of international energy and public goods to the provider.
