At 3:00-5:00 pm September 8th, 2015 in the Room317, School of Law, Professor Chen Rongchuan, Lifetime Honorary Distinguished Professor of National Taipei University, Secretary-General of Taiwan Jurist Association, Deputy Secretary General of the Institute of Private International Law (Taiwan), has brought a wonderful academic feast to the students of the law school with the theme of “Legal Thinking of Cultural Relics Preservation and Cultural Relics Exchange: conflict justice and cultural justice”. Professor Chen Rongchuan’s lecture mainly consists of three parts. First of all, Professor Chen introduced the historical development and status quo of the Foreign-related Civil Law Application Law in Taiwan and Law of the Application of Law for Foreign-related Civil Relations in the mainland, and conducted comparative analysis of the property law in private international law and basic principles such as legal evasion, public policy, and mandatory norms through wonderful cases. Secondly, Professor Chen discussed the application of laws related to cultural relics transactions through rich and detailed foreign cases. He first introduced the "Cultural Assets Preservation Law" in Taiwan and carried out the method of transferring the volume of historic sites to explain in detail, and then put forward his own views on the balance between the protection of private property and the public interest in the protection of cultural relics. Thirdly, Professor Chen introduced the Taiwan Executive Yuan's recent adoption of the Draft Law on the Conservation of Underwater Cultural Assets on September 3, 2015, and elaborated on the issue of judicial seizure exemption when cultural relics were exhibited abroad.
