On March 15, the 3th Wuhan University International Law Forum 2018 was successfully held in Room 323 of Law School. The speaker was Jean Paul de Jorio, a member of UN International Law Committee. He gave a speech with the theme of European Experience in Counterinsurgency: Legal and Political Aspect, while the host is Prof. Huang Deming.
Jean Paul de Jorio is a partner and lawyer of Professor Avv. Fillippo de Jorio, editor of the Italian monthly magazine II Borghese and a member of the board of directors of Fondazione de Jorio, a heritage protection fund of southern Italy. He is also a lawyer of the Bar Association of European Union, Belgium, Italy, Madrid and Spain, and a member of the Board of Directors of the Belgian European Bar Association. He was the legal adviser to the Italian Government's African and Oriental Institute, responsible for maintaining relations with other national government agencies and implementing government contracts. Attorney Jean Paul de Jorio focuses on the promotion and maintenance of European human rights law and focuses on litigation in Italian administrative law, public audit law, and human rights law.
The theme of this lecture is “European Experience in Counterinsurgency: Legal and Political Aspect”, which is the practical experience of counter-insurgency and counter-terrorism in European countries. At the beginning, the speaker mentioned that after the Second World War, the European governments concerned actually faced many acts of terrorism at the level of rebellion, but these facts are little known. The European Court of Human Rights has also issued a number of relevant case law on the irresistible acts of suppression of riots, insurrections, etc., but this has not been widely known by the public. The presenter stated that in the face of such emergencies as rebellious riots, the State should clarify what the government should do and should not do according to international law; it should abide by the corresponding procedures, such as the need to take protection rights related to the European Convention on Human Rights. In order to suppress the urgency of the emergency, the Secretary-General of the European Commission must be notified in a timely manner; some international law rights are inviolable in any emergency, but many governments do not know and implement this well. The presenter further explored important issues such as the definition and elements of public emergency situations, and cited a large number of practical cases to support the analysis of their arguments and brought a full and vivid academic salon.
After the meeting, Mr. Huang Deming made a wonderful summary speech, and welcomed the students to ask questions. Everyone spoke enthusiastically, and the presenter also made wonderful answers to the students' questions. After the successful conclusion of the meeting, the teachers and students had a face-to-face and meticulous exchange with the presenter, expressing their gratitude, consulting questions, expounding academic feelings, and the atmosphere was warm and strong.
