  Liu Fang, female, born in February 1962, got a doctorate and master's degree in private international law from Wuhan University, a master's degree in aviation and space law from Leiden University, and a bachelor's degree in law and language from Nanjing University. Since 1987, she has served as deputy director, director and deputy director of the Department of International Cooperation of the Civil Aviation Administration of China. In 2007, she joined the International Civil Aviation Organization and served as the Director of the Administrative Services Bureau of the International Civil Aviation Organization. Since August 1, 2015, she has served as Secretary General of the International Civil Aviation Organization. During her tenure at the Civil Aviation Administration of China, Liu Fang presided over the negotiation of several bilateral air transport agreements, participated in extensive cooperation between China and other countries and relevant international organizations in the civil aviation field, and also participated in the formulation of China's international air transport policy. . She has also been elected as the APEC Aviation Expert Group and Chairman of the Aviation Services Group. Liu Fang's work in human resources, information and communication technology, language and publications, conferences, security and logistics services, the International Civil Aviation Organization Conference and Council Secretariat services, and revenue-generating services fully demonstrate her effective management capabilities. . Liu Fang also serves as Secretary of the Human Resources Committee of the Council and on behalf of the International Civil Aviation Organization she takes charge of all aspects of administration.

  In addition to Chinese, she is also fluent in English and French.

  At the local time in Toronto on March 11, 2015, the 204th Council of the International Civil Aviation Organization voted for the next Secretary-General at its headquarters in Montreal, Canada. Liu Fang, the current Director of the Administrative Services Bureau of the International Civil Aviation Organization nominated by the Chinese government, was successfully elected.

  Dr. Liu Fang will officially take office on August 1, 2015 for a three-year term. She is the first Chinese Secretary-General in the history of the International Civil Aviation Organization (ICAO) and the first female Secretary-General.
