In recent years, China Civil Aviation has maintained a rapid growth, becoming the most promising and dynamic air transport market in the world, and will also maintain a strong development trend in the future. Recently, the Civil Aviation Administration of China (CAAC) issued the Outline of Action for Building Civil Aviation Power in the New Era, and put forward eight main tasks for shaping a strong civil aviation country. The healthy and rapid development of the civil aviation industry needs a large number of professionals who are proficient in aviation law.
In order to train high-end talents that match the status of China's civil aviation power, hosted by the Institute of International Law of Wuhan University, a national high-end think-tank, and the International Civil Aviation Organization (ICAO), and co-organized by the International Cooperation and Services Center of China (ICSCC), the ICAO International Air Law Course will be held at Wuhan University from March 28 to April 1, 2019. The training programme is held in China for the first time and for the third time in Asia, which is an excellent opportunity for Chinese civil aviation practitioners to mater the rules of international air law thoroughly, systematically and accurately.
Under the responsibility of the Training Office of the International Civil Aviation Organization, the project has been held in many countries all over the world, and has established a strict quality control system. The teaching experts, who are accredited by the International Civil Aviation Organization, adopt the mode of small class teaching (within 20 candidates), and the completion certificate issued by the International Civil Aviation Organization can be obtained by the student after attainment of passing grade (80%) on the Mastery Test. The reputation and influence of the ICAO International Air Law Course has been widely recognized in the international civil aviation industry. The training course will be conducted by the ICAO-appointed experts in full English, and the participants are required to have basic English listening, speaking, reading and writing skills.
- Course Objectives
Upon successful completion of this course, participants will be able to:
- Describe the concepts and rules of international air law.
- Explain the relevance of the rules and procedures of international air law for their own role and functions in their organization
- Apply their knowledge and understanding to assist their national administration in improving implementation
- Target Population
Representatives of all civil aviation related units (eg, administrators, lawyers, managers), with or without legal education, from:
- Civil Aviation Administrations;
- Civil Aviation Authorities;
- Airports; and,
- Air Navigation Service Providers of Member States.
7. Curriculum Content
Principles of International Aviation Law, Legal Framework for Aviation Security, Air Transport Agreements and Liberalization, Air Carrier Liability, Consumer Protection Laws and, Aircraft Finance and Registration of Security Interests. The course schedule is shown in Appendix I.
8. Course Materials
ICAO advocates paperless, and participants are required to bring their own laptop computers and USB flash drives. Each participant will receive a USB flash drive containing all the course materials and presentation documents, a case book and a paper version of the Chicago Convention on site. The host shall not provide any other reference documents displayed by the teaching experts during the course of the lecture, while all these documents can be purchased on the ICAO publications website.
