On December 20th, the 2017 China Think Tank Governance and Ideological Theory Communication Summit was held in Beijing. The forum was jointly sponsored by Guangming Daily and Nanjing University. More than 700 experts and scholars from the central ministries and commissions, provincial and municipal think tank management departments, China Think Tank Index (CTTI) source think tanks, think tank research circles, and ideological and theoretical circles participated. The forum aims to promote the community to better learn, implement and disseminate the spirit of the 19th National Congress of the Communist Party of China, explore the innovative path of ideological and theoretical research and dissemination in the media age, and promote the healthy development, quality and efficiency of new think tanks with Chinese characteristics. A series of basic strategies and major deployments have opened up an infinitely broad prospect for the future. This provides a large scene, a great opportunity, and a big stage for the vast think tank and the ideological and theoretical circles. The think tank community should be based on the role of advisory advice, theoretical innovation, public opinion guidance, social services, and public diplomacy. Based on the goal of dealing with problems of reform, development, stability, and global issues, we should base ourselves on contributing to the country and benefiting the people. Optimization of form and management methods, looking for ways to improve the production capacity and strategic planning capabilities of think tank products.

At the University think tank forum, Professor Xiao Yongping made his first speech. He advocated the ‘integration of the think tank of colleges and universities’ and advocated the organic integration of China's position, independent consciousness and theoretical argumentation. Because China's position is the survival of college think tanks, building university think tanks aims to give full play to the professional and intellectual advantages of colleges and universities, and to provide advice and suggestions for national governance and global governance. Chinese university think tanks must adhere to China's position and lead new ideas from national interests. Predicting new trends, planning new strategies, and providing new policies; independence consciousness is the basis for the development of think tanks in universities. Only researchers outside the government can better serve the government's decision-making and play the role of think tanks. The role of the brain; theoretical argument is the prosperous policy of the think tank of colleges and universities. The basic theoretical research is the advantage of the think tank of colleges and universities. In order to ensure the scientific nature of public decision-making to the government, we must grasp the high quality of the ideological products.

At the tactical level, university think tanks must promote information sharing, collaborative innovation, and resource diversification. That is to establish a long-term stable and comprehensive information sharing system between the government and the university think tank, including personnel exchange, information communication, decision-making interaction and other systems; using the multidisciplinary advantages within the university to lead the think tank out of the discipline with emerging interdisciplinary research and the limitations of the industry, from the overall interests to solve major national realities, focus on major and difficult problems, provide relevant parties with the focus of collaborative research, through collaborative research, collaborative innovation, to ensure the continuous and efficient work of think tanks; use the comparative advantage of different think tanks in different field, or the competitive advantage formed by different regions, the establishment of think tank alliances (thinking pools) and other forms, breaking through the organizational model of traditional think tanks, jointly carrying out research on major issues; sharing data with government think tanks and private think tanks , work in a division of labor, carry out synergy on major strategic and directional issues, create conditions for China's think tanks to ‘carry out the sea’ and fight for international discourse rights; cooperate with decision-making departments, other research institutes, and enterprises to attract intelligence into the warehouse. Enhance the relevance of think tank results and expand the influence of think tanks to create conditions. At the same time, the diversified input of think tank funds, the diversified introduction of intellectual resources and the multi-channel output of think tank results are realized.
