Dr. Wu Xiaohui, former head of the United Nations Development Program’s representative in China, commented on the legal and policy issues of the UN Development Group reform

On the morning of May 14th, Dr. Wu Xiaohui, former director of the United Nations Development Program’s representative in China, was invited to the International Law Forum to conduct academic exchanges with teachers and students of the Institute of International Law on the reform of the United Nations Development Group. Before an in-depth review of the legal and policy issues of the UN Development Group reform, Dr. Wu Xiaohui briefly introduced the basic concepts of international development and the United Nations Development Group, paving the way for in-depth explanations. The United Nations Development Group is an inter-agency coordination mechanism involving the United Nations, the main agency for international development assistance. It currently has 32 members, mainly including the United Nations Development Programme, the United Nations International Children’s Fund, and the Food Programme. Some of the United Nations Development Group agencies are represented in many countries around the world, and their focus is on the country level. Its development philosophy is human development, that is, sustainable and fair development, and its development goals are also the eight development goals set by the UN in 2000. Dr. Wu Xiaohui also listed some statistics in the lectures, and cited examples of agricultural subsidies in developed countries that caused damage to developing countries to illustrate the current development problems in the world, or that the UN's development assistance mechanism must be reformed. In these contexts, the United Nations Development Group has carried out two reforms: 1. ‘One UN’ reform. This reform is only a change in the working mechanism and coordination at the policy level. There is no breakthrough in the law. Therefore, the effectiveness of this reform depends mainly on whether it can be understood and coordinated by developing countries. 2. ‘Human rights-based development.’. This is a new development concept. It is a new reflection and new exploration of the development concept and development aid model based on international human rights. Human rights will be an important factor, whether assessed from the goals, processes or effects of development assistance. Finally, Dr. Wu started from the concept of ‘human rights-based development’ and introduced the basic meaning, legal basis, significance of international human rights protection and significance for international development.
