At the invitation of the International Cooperation Bureau of the Central Network Office, Professor Huang Zhixiong, deputy director of the Institute of International Law of Wuhan University, a professor at the Wuhan University School of Law, made a special report titled ‘the new development of the Tallinn Manual 2.0 and the International Rules for Cyberspace on March 30th, 2017.
In the report, Professor Huang Zhixiong analyzed the background, main content and related controversial issues of the Tallinn Manual 2.0 in the context of the development of international rules of cyberspace, and combined with his participation in the Tallinn Manual 2.0 international expert group and the cyberspace international law field. Other relevant experiences and experiences summarize the enlightenment and coping strategies of the Tallinn Handbook 2.0 for China.
Nearly 30 people from the International Cooperation Bureau of the Central Network Information Office, including Qi Xiaoxia, deputy director Wang Jianchao, deputy director Liang Hao and various local cadres, listened to the report and put forward relevant issues and considerations. The report and discussion lasted for nearly three hours, and the exchange and interaction were warm. In the conclusion stage, Director Qi Xiaoxia gave a high evaluation of Professor Huang Zhixiong's report and believed that the relevant content has important implications for China's participation in cyberspace international exchanges and cooperation.
It is reported that the International Cooperation Bureau of the Central Network Information Office is the competent department responsible for international exchanges and cooperation in the field of cyberspace under the Central Network Information Office (National Internet Information Office). Participating in the formulation of international rules for cyberspace is one of the main tasks of the Bureau.
