Excellent Party member of the Communist Party of China, famous international jurist, legal educator, senior professor of humanities and social sciences of Wuhan University, doctoral tutor, and national high-end think tank, Professor Zeng Lingliang, executive director of the Board of Directors of Wuhan University Institute of International Law, ineffective due to illness, died in Wuhan at 4 pm on July 8th 2016at the age of 60 .
Professor Zeng Lingliang was born in March 1956 in Macheng, Hubei Province. He graduated from the School of Foreign Languages of Wuhan University in 1978 and stayed on as a teacher. He obtained a master's degree in law from the University of Michigan in 1986, a master's degree in law from Wuhan University in 1987, and a doctorate in law from Wuhan University in 1992. From 1989 to 1990, he was a doctoral researcher at the European University of Italy. From 1996 to 1997, he was a senior research scholar at the University of Denver in Fulbright. From July to August 1998, he was an outstanding visiting professor at the University of Birmingham. He was hired in 2001. Adjunct Professor of City University of Hong Kong, was appointed as Distinguished Visiting Professor of Kent Law School in Chicago from January to May 2004. He was appointed as a professor at the University of Macau from September 2007 to August 2010(as a part-time professor). In 2001, he was awarded the title of Jean-Monet European Union Law Chair Professor by the European Commission. In February 2004, he was approved by the WTO Dispute Settlement Body as one of the first three experts in China. In October 2014, he was promoted to Wuhan University. Professor Zeng Lingliang has long been engaged in the teaching and research of international law and is one of the main pioneers of China's World Trade Organization law and European Union law. He is rigorous in his studies, broad-minded, quick-thinking, and profound in his thoughts, and has a good reputation in the field of law at home and abroad. He is good at capturing and researching on the frontiers of academics and major national needs. He is the first to propose important academic views such as "sovereign dialectics", "the EU law is a multi-national factor regional integration law", "the WTO law is a self-contained system", and "the human-basis trend of modern international law", and have gained widespread acceptance. Professor Zeng Lingliang has worked hard on his work, including "Chinese Social Science", "Xinhua Digest", "Chinese Social Science Abstracts", "Legal Studies", "Chinese Law", "World Economy and Politics", European Law Journal, Dozens of papers have been published in leading Chinese and foreign journals such as Frontiers of Law in China. Representative works include the European Community and Modern International Law (1992) and its traditional Chinese revised editions of the European Union and Modern International Law (1994), the World Trade Organization Act (1996), and the International Law of the Early 21st Century. "China" (editor, 2005 edition), "General Theory of European Union Law - a new perspective on the "European Constitutional Treaty"", "Study on major frontier international legal issues in China's peaceful development" (editor, 2011 edition). Professor Zeng Lingliang paid attention to the theory and practice, and has made important contributions to promoting the improvement of China's foreign-related legal system and participating in international legal affairs. In the later stage of China's accession to the World Trade Organization negotiations, Professor Zeng Lingliang was appointed as a WTO legal advisor by the former Ministry of Foreign Trade and Economic Cooperation. He has been invited to participate in seminars on legal issues of China and WTO, submit written consultation reports or make special speeches. The He also provided important opinions to revision of the Foreign Trade Law and the formulation of regulations on import and export of goods, anti-dumping and subsidy regulations and the research results have received great attention from relevant leaders and members of the Chinese negotiating delegation. Professor Zeng Lingliang also served as a member of the International Law Advisory Committee of the Ministry of Foreign Affairs. He proposed a series of major practical issues such as the improvement of China's Treaty Procedure Law, the modernization of the international rule of law and state governance, the promotion of international law concepts and principles, and the transformation of the global governance system. The consultation report with important influence has been fully affirmed and commended by the relevant departments.
Professor Zeng Lingliang has been teaching and educating people for decades, working tirelessly, and devoted his life to the discipline construction and talent cultivation of Chinese international law. Since the early 1990s, he has recruited nearly 100 master's and doctoral students, and has trained a large number of senior foreign-related legal talents for the country. Among them, many people have already held important positions in important government departments, becoming academic leaders and academic backbones in well-known universities, or committed to safeguarding national interests and promoting international rule of law in important positions in international organizations. Professor Zeng Lingliang is open-minded, indifferent to fame and fortune, treats people with generosity, is strict with the law, has noble personality charm and selfless dedication. He is a teacher, a tireless person, and devoted a lot of pains to caring about the learning, life and growth of every student. He is an excellent teacher and life teacher who is widely loved and respected by students.
Professor Zeng Lingliang has been studying and teaching in Wuhan University for a long time, and deeply loves everything in LuoJia. He repeatedly scorned the invitation of famous universities and research institutions abroad, and devoted himself to the development of law at Wuhan University, especially the discipline of international law, until the last moment of life.
The movement of heaven is full of power and Professor Zeng’s virtue will be remembered forever. The death of Professor Zeng Lingliang is a huge loss for Wuhan University and Chinese law scholars.
