According to the decision of the Fourth Plenary Session of the 18th CPC Central Committee, China will actively participate in the formulation of international rules, promote the handling of foreign-related economic and social affairs in accordance with the law, and enhance China's voice and influence in international legal affairs. Since the reform and opening up, China's economic development has made remarkable achievements, and China's international status has been increasing. At the same time, the world we live in is undergoing profound changes. How China adapts to existing international rules, how to participate in the formulation of international rules while safeguarding its own interests, and how to deal with the relationship between the international rule of law and the domestic rule of law, and thus contribute to the peaceful development of the world, is a major problem must be taken seriously in the new era.
The article made a cross-research on the first-level and second-level disciplines such as domestic law, international law, management science and international relations, combined with the background of global governance and the construction of a country ruled by law, and made a dialectical relationship between the international rule of law and the domestic rule of law. In-depth analysis shows that there are both common universalities and certain differences.
Under this relationship of unity of opposites, international law can serve as a bridge between the two. This concept provides theoretical support for China to deeply build the rule of law China, participate in global governance, and realize the modernization of governance and governance systems. The rule of law not only has domestic attributes but also international attributes; the rule of law can be divided into two levels: domestic rule of law and international rule of law. It is not only inevitable but also necessary to use the international rule of law to build a rule of law in China. China should implement the concept of international rule of law at the institutional level and governance level, participate in the rule of law activities of the United Nations, participate in the formulation of international rules, and enhance China's international legal freedom of law and influence.
