
Dr. Qinxuan Peng a Tenured Associate Professor of International Law and Master’s Supervisor at Wuhan University, one of China’s premier institutions. She is a distinguished Chutian Scholar under the Hubei Provincial Talent Development Program, an expert reviewer for the National Social Science Fund of China, and a youth advisor for the China Top Think Tank. Dr. Peng is a core member of Professor Xiao Yongping's research team and serves as a research assistant to Professor Huang Huikang, the chief expert at the Institute of International Law of Wuhan University.
Dr. Peng also holds key editorial positions, serving as an editor and reviewer for several prestigious academic journals, including the English and Chinese version of Wuhan University International Law Review (CSSCI Extended Edition), the English Edition of Journal of Law (CLSSCI), Qiúsuǒ (CSSCI), and the International Law Archive. In addition, she serves as the Secretary-General of the Wuhan University Benelux Alumni Association (WUHAB). Her research expertise encompasses international law, foreign-related rule of law, and the rule of law in smart societies.
With over 20 years of academic and professional experience, Dr. Peng earned her Doctor of Law (Ph.D.) degree from Utrecht University in the Netherlands (ranked among the global top 50), under the mentorship of Professor Jenny Goldshmidt and Professor Tom Zwart, a recipient of the Chinese Government Friendship Award and the Li Buyun Law Award. She also obtained a Diploma in American Law and International Relations from the Hopkins-Nanjing Center at Nanjing University. Dr. Peng holds a Chinese lawyer’s qualification and currently practices at Luojia Law Firm in Hubei Province.
Dr. Peng possesses extensive international experience, having worked with leading academic institutions, law firms, and international organizations, including the United Nations. She is highly proficient in English (IELTS score: 8.0) and fluent in Dutch, French, and Cantonese. While in the Netherlands, she served as an editor for the Netherlands Human Rights Quarterly, a research assistant to Professor Tom Zwart, the President of the Association of Chinese CSC-Sponsored Students and Scholars in the Netherlands, and a Senior Legal Advisor at the DCC Law Firm in The Hague. She has also held prestigious visiting scholar positions at the University of Cologne (Germany), the University of Oslo (Norway), and the Vrije Universiteit Amsterdam (Netherlands). Dr. Peng has been invited to contribute as an expert at the 72nd session of the United Nations International Law Commission and the 46th and 47th sessions of the United Nations Human Rights Council.
A leader in high-impact research, Dr. Peng has directed and organized numerous national-level research projects. She is currently leading a 2023 National Social Science Fund general project titled "The Dual Legalization of China's Immigration Policy." She also serves as the subproject leader for the 2022 Ministry of Education Major Project on "Xi Jinping's Important Statements on Respecting and Protecting Human Rights" and the 2023 National Social Science Fund Key Project on "The Theoretical System and Implementation Path of China's Human Rights Development Road." Furthermore, she is collaborating with the State Key Laboratory of Surveying, Mapping, and Remote Sensing at Wuhan University on an interdisciplinary research project exploring the mutual drive between geospatial technology and the rule of international law.
Dr. Peng has successfully led and completed over ten national-level research projects, including key entrusted projects sponsored by the National Social Science Fund of China, the Ministry of Justice, and the China Top Think Tank. One of her high-level think tank projects was officially recognized as having "significant reference value."
Her scholarly output includes six academic monographs and translations in both Chinese and English with leading domestic and international publishers. She has also published over 20 academic papers in both Chinese and English. Dr. Peng has authored more than 20 policy advisory reports, which have received positive feedback and official approval at the provincial and ministerial levels. Notably, two of her reports received direct recognition from President Xi Jinping, and eight reports were endorsed by other senior Chinese political leaders. These reports have had a profound influence on the development of China's foreign-related policies.
